Bills and budget items, 2025–26 session.

  • SB 57BillCPUC assessment of data center cost-shifting. Directs the CPUC to assess cost-shifting from data center load growth onto other ratepayers, with findings to the Legislature and the public. Signed October 11, 2025; assessment due January 1, 2027.
  • AB 93BillData center water-use reporting. Would have tied water-use estimates and reporting to business licensing. Vetoed October 11, 2025; expected to return.
  • FERC orderProgramInterconnection rules for large loads. June 2026 order directing grid operators including CAISO to justify or revise interconnection and tariff rules for large loads. Shapes the parallel CPUC proceeding.

Deadlines that decide a data center bill.

Bill introduction closes in February. Policy committees must act by spring deadlines, appropriations committees hold suspense hearings in May and August, and each house must pass its own bills by the house-of-origin deadline. Session ends August 31 of the second year, and the Governor has thirty days to sign or veto. A position that arrives after the committee analysis is written has already missed the most important reader.
