What moves a data center bill in Sacramento

The CPUC and the Legislature are deciding who pays for the grid that data centers need. Capitol Axis represents developers and operators at the Commission, in the energy committees, at the air district, and at the county counter, and knows SMUD, PG&E, and SCE territory are three different projects.

A position becomes useful when it reaches the analysis the members read, which means the letter and the amendment language land before the hearing, not after. The data centers group writes those positions, negotiates the language, and testifies for data center organizations.
