What moves a labor bill in Sacramento

California amends its labor code nearly every session and enforces it through the Labor Commissioner, Cal/OSHA, and PAGA. Capitol Axis represents unions, worker organizations, and employers, on separate matters and never on both sides of one.

A position becomes useful when it reaches the analysis the members read, which means the letter and the amendment language land before the hearing, not after. The labor group writes those positions, negotiates the language, and testifies for labor organizations.
